Andrew Portocarrero serves as Vice President for Development, working to raise support for the many projects as WSI. His academic and early work is related to U.S.—Soviet/Russian relations. He was senior research assistant at the Brookings Institution, American representative to the Russian parliament in 1992, and a founding board member of the Russian non-profit organization Conversion for the Environment.

Drew has also worked in development, as senior fund raising officer or consultant, for over 10 years. He holds a BA from Franklin & Marshall College in government, and an MA in international relations from the Graduate School of International Studies, University of Denver.
