Understanding the Impeccable Incident
The March standoff between the U.S. Navy survey ship Impeccable and Chinese vessels was the latest in a legacy of periodic yet tense maritime encounters between the two countries. The dispute underlying the confrontation is based on the differences between U.S. and Chinese perspectives on the U.N. Law of the Sea Convention - in particular what activities are allowed in the 200 nautical mile Exclusive Economic Zone (EEZ). In this early release of our Spring 2009 issue, three authors examine both countries' perspectives on military activities in the legally murky waters of the EEZ and look beyond the recent incident for a long-term solution.
